Courtesy is the method
Ramadan is not a themed sticker on the same itinerary. Daylight eating and drinking in public are restricted; read u.ae for the year you travel. Hotels and malls run indoor restaurants for visitors; the street is still a shared civic space. Do not eat on a metro platform at noon to prove a legal point. The point you prove is that you cannot read a room.
Offices may shorten. Malls shift. Iftar becomes the evening start. Metro loads move. Traffic before iftar can snarl in ways a January map does not show. A “quick cross-emirate drive at 18:10” is a joke some nights. Outdoor photography in hot Ramadan years is even more of a dawn job. Museum mornings can be calmer. Confirm mosque visitor hours independently. Confirm indoor restaurant service rather than assuming a terrace.
What we change in the stack
Heat still vetoes. Friday still rewrites mornings. Cost still includes the taxi you take because you respected the hour. The extra constraint is public respect in daylight and a later useful city. If your only mental model is a European August, you will schedule badly and then call the city inconvenient. The city told you the clock. This page is the translation into planning English.

Should I avoid visiting?

The useful city moves later. Last metro still exists. Surge still exists. Heat at 01:00 can still be humid.
Work meetings in Ramadan?
Shorter days for many. Do not stack a desert noon after a long indoor meeting in August Ramadan.

We ate indoors. We did not perform thirst on a station. We moved a museum to a morning that was calmer. We did not drive between emirates at the iftar snarl. We read u.ae for the year, not a forum thread from 2019. The useful evening was later. Last metro still mattered. Surge still mattered. Heat at 22:00 was still humid. Courtesy did not make the day smaller. It made the day possible.
Visitors who treat Ramadan as a loophole page will schedule like January and then call the street inconvenient. The street is working a different clock. Hotels and malls exist as indoor rooms.
